Two formats, one parser
A Cookie request header or document.cookie value is a list of
name=value pairs separated by semicolons — all pairs are cookies.
A Set-Cookie response header has one cookie followed by attributes such as
Path, Domain, Expires, Max-Age,
Secure, HttpOnly and SameSite — those are collected into an
attributes object. Flags without a value are set to true.
